He's a special agent with all these cool guns and toys of violence, and yet he insists on not killing anybody. So he's choking all these Mexican cruise ship personnel unconscious and leaving their bodies in a kind of gay sex tableau underneath a kitchen sink instead. Apparently this is more humane? Anyway, it means that his little Government Approval Ratings bar doesn't drop, at the bottom of the screen, and supposedly this is an essential factor in becoming a successful spy.
